Executive Team
LCdr Michael Hoare, CD
Chairman CGL Board of Governors

Michael Hoare currently serves as Chairman of the Board of Governors of Commissionaires Great Lakes, where he applies his extensive military and professional experience to the successful governance of Commissionaires. A member of Commissionaires since 1996 and appointed to the Board in 2005, Michael brings with him 32 years combined service in the Army and Navy, in both the Regular Force and Reserves. He served in the Personnel Psychology Branch in a variety of positions, ultimately becoming the Senior Reserve Personnel Selection Officer in the Canadian Forces. He was Commanding Officer of HMCS Prevost, London’s Naval Reserve Division from 1997-2000, following which he performed a variety of specialized duties reporting to Naval Reserve Headquarters until his release in 2005.
In civilian life, Michael has worked primarily in the fields of health care and human services in both practitioner and academic roles. He retired from Fanshawe College London in 2003 as Dean of Health Sciences and Human Services. Since then, Michael has performed contract work in human resources consulting through his own company.
Michael has a doctoral degree with specialization in organizational psychology and is a long standing member of the Canadian Psychological Association and holds a variety of professional qualifications. He is a founding member and Vice Chair of the London Military Family Resource Centre, Past President of the Royal London Military Institute, founding member and Life Member of the Garrison Community Council (London), President of the Naval Officers Association of Canada (London) and member of the Royal Canadian Military Institute. He is currently serving on the Board of Directors of the Grand Bend Area Community Health Centre as Past Chair and volunteers as a Long Term Care Client Assessor for Veterans Affairs. Michael resides with his wife Marianne in Grand Bend on the shores of Lake Huron.
Tom Prins
President & CEO

Tom joined Commissionaires Great Lakes in 2009 as VP of Client Services, to provide management expertise in developing client relationships, and to ensure that Commissionaires Great Lakes surpasses the expectations of its customers.
Tom has a strong background in IT security and has managed some of the largest physical security projects in Canada including the 2010 G8 and G20 summits. In addition, Tom is an accomplished business leader, having established an IT services company and directed a team of service professionals that provided outstanding service to many Fortune 1000 firms across North America. In his early career, Tom provided procedural leadership to MPPs of the Ontario Legislative and their staff. Tom has coached and consulted with numerous organizations, sharing his senior management experience on teambuilding and board governance.
Tom holds a BA (Honours) in Public Policy and Administration and holds an MBA from University of Toronto.
Tom O'Carroll
Director, Investigations Unit
Tom O’Carroll has more than 30 years experience conducting and managing complex situations in both National and International jurisdictions, and directing investigations in information protection, surveillance, loss prevention programs and internal theft.
Tom’s experience includes serving as a police officer for 11 years with the London Metropolitan Police Force before leaving in 1982 to pursue opportunities in Canada where he became the Director of Investigations, Canada for one of the world’s largest international security and investigation firms. Drawing on his extensive experience, he later became a partner in a private investigation group, then began his own investigation firm, Special Projects Group Inc. After his company was purchased by IPSA International, Tom became responsible for planning and conducting IPSA services throughout Canada, with special responsibility for operations in Western Europe. Prior to joining Commissionaires Great Lakes, Tom went in house as the Canadian Investigator for Microsoft Canada as part of their Global team.
Tom is the vice president of the British Canadian Chamber of Trade & Commerce (BCCTC) Central Region and a member and ambassador for the World Association of Detectives (W.A.D.) in Central Canada.
Phillip Day
Director, Human Resources
Phillip Day is a human resource professional with a diverse background of military service, teaching and professional leadership. Phillip joined Commissionaires Great Lakes in 2004 as the Manager of Human Resources, bringing with him 27 years of HR experience.
Phillip served nine years in the Royal Navy and the Canadian Signals Corps. He served on the naval vessel HMS Victory and in Canada and Germany as a radio technician with the army. After rejoining the civilian sector, Phillip worked at Canadian General Electric as an electrical technician and then for a large regional health centre as Director of Human Resources responsible for administering collective agreements for over one thousand employees. Phillip embarked on a second career post-retirement and worked in Beijing as the Director of Education for a Chinese Business Institute and also worked with the Canadian Embassy in Beijing. While he was there he continued his teaching career, becoming certified to teach English as a second language. Phillip has also worked as a Professor of Sociology and Human Resources Management at the University of Toronto and community colleges in Ontario.
Phillip is a certified OACETT Industrial Engineering Technician, has a BA in Sociology, is a Certified Human Resource professional, and was the founding member of the Kawartha Branch of the Ontario Genealogical Society. He has written six college text books in Human Resources Management and authored a 26-year genealogical study of his personal family history. Phillip was awarded the Silver Cross for heroism by Governor General Georges Vanier.
